Because this legislature would just continue to pass new laws that do the same thing with minor differences. The legislative docket is FLOODED with additional legislation that will make things even worse for existing neighborhoods. We need to permanently STOP this, not just play legal Whack-a-Mole. A constitutional amendment will do that.
It may offer protection, for now, from SB9 lot splits, but not from ADU's (see our Bad Examples) -- not even if your CC&R's prohibit ADU's. The legislature passed a law that declared any HOA prohibitions on ADU's to be void and unenforceable. Lot splits may not be far behind.
The initiative is tripartisan: we have sponsors, including elected officials, who are Democrats, Republicans, and every other segment of the political spectrum. The big divide is between existing neighborhoods and developers/institutional investors..

There's a formula based on the number of votes cast in the last CA gubernatorial election. That equals something like 860,000 signatures needed state-wide to qualify our initiative for the ballot. Because some signatures collected won't be valid, e.g. the person isn't a registered voter, our goal is to collect 1,000,000 signatures. Orange County's share of that is 100,000 signatures.
We are raising funds and organizing now. We are allowed 6 months to collect signatures, and we will begin late Spring/early Summer.
We win with a simple majority -- 50% of the votes cast plus one, and our amendment becomes law.
